WHEREAS, the City of Newark, Department of Public Safety, Office of Emergency Management Division, has been awarded State Homeland Security Grant Program, sub grant CFDA #97.042, Award #FY18 EMPG EMMA-0714, from the New Jersey State Police, Office of Emergency Management. The sub grant, consisting of a total amount of $20,051.54, including $10,000.00 Federal Award and $10,051.54 Local in-kind matching funds, is for the purpose of compensating OEM Staff from completing the tasks listed on the FY18 work plan and for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies; and
WHEREAS, the Sub-grant award, incorporates all conditions and representations contained or made in application and notice of award; and
WHEREAS, on behalf of the City of Newark, Department of Public Safety, Office of Emergency Management Division the Coordinator of the Office of Emergency Management and Homeland Security and Preparedness Division, submitted an application for Sub-grant as required by the New Jersey State Police, Office of Emergency Management; and
WHEREAS, the application for Sub-grant award calls for an in-kind match in the amount of $10,051.54, which the City of Newark, Office of Emergency Management Division satisfies as provided by salary and fringe benefits as more fully set forth in FFY18 EMPG EMAA Proposed Subaward Budget Detail Worksheet (attached).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or the Director of the Department of Public Safety and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division accepts the award of the FY18 Homeland Security Emergency Management Performance Grant Program sub grant in the amount of up to $10,000.00 Federal Funds from the New Jersey State Police, Office of Emergency Management.
2. The grant award in the amount of up to $10,000.00 from the New Jersey State Police, Office of Emergency Management is accepted (a copy of the award letter is attached hereto and made a part hereof).
3. The Mayor and/or the Director of the Department of Public Safety and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division, are authorized to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness to receive and expend the grant award in the amount of $10,000.00. The sub grant, consisting of a total amount of $20,051.54 including $10,000.00 Federal Award and up to $10,051.54 Local in-kind matching funds, is for the purpose of compensating OEM Staff from completing the tasks listed on the FY18 work plan and for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies.
4. Ten Thousand-Fifty One Dollars and Fifty-Four Cents ($10,051.54) of municipal in-kind matching funds are required for receipt or acceptance of this grant award and are provided by salary and fringe benefits as more fully set forth in FFY18 EMPG EMAA Proposed Subaward Budget Detail Worksheet (attached).
5. The sum of up to Ten Thousand Dollars and Zero Cents ($10,000.00) is appropriated under the caption FY18 Homeland Security Emergency Management Performance Grant (EMPG).
6. Certified copies of this resolution shall be forwarded to the New Jersey State Police, Office of Emergency Management, the Director of the Division of Local Government Services, Essex County Division of Emergency Management and the State of New Jersey, Office of the Treasury by the Coordinator of the Office of Emergency Management and Homeland Security and Preparedness.
7. The Coordinator of the Office of Emergency Management and Homeland Security and Preparedness shall file a fully-executed copy of the FY18-EMPG-EMAA, grant award letter and grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness Division, to submit FY18-EMPG-EMAA, grant award letter and grant agreement from the State of New Jersey Office of Homeland Security and Preparedness for the purpose of compensating OEM Staff from completing the tasks listed on the FY18 work plan and for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies, and furthermore, to enter into and execute grant documents with the State of New Jersey Office of Homeland Security and Preparedness, to receive and expend the grant award in the amount of $10,000.00. The Sub-grant, consisting of a total amount of $20,051.54 including up to $10,051.54 in local in-kind matching funds for the period commencing on July 1, 2018 and terminating June 30, 2019.
