WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $5,200.00 for the Breast Pump Purchases Food Initiative Program, and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by a Notice of Award dated April 15, 2019, the State of New Jersey Department of Health, Division of Family Health Services awarded the City of Newark the Breast Pump Purchases Food Initiative Program in the amount of $5,200.00, to provide food funds for breast pump purchases and said services for infants within the City of Newark; and
WHEREAS, the City of Newark’s Department of Health and Community Wellness submitted the following resolutions which were approved under 7R5-b October 11, 2018, in the amount of $258,977.00, Amended resolution 7R5-b January 9, 2019, in the amount of $1,861,819.00, and resolution 7R5-b May 1, 2019, in the amount of $59,000.00 to the Newark Municipal Council relative to said grant award; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2019 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $254,126,534.73.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is made for the following classification:

2. Said emergency appropriation shall be provided for in the 2019 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation authorizes and establishes the temporary emergency appropriation for the Breast Pump Purchases Food Initiative Program, in the amount of $5,200.00. The State of New Jersey, Department of Health, Division of Family Health Services, has awarded the City of Newark, Department of Health and Community Wellness, the grant for services mentioned. The project period is October 1, 2018 through September 30, 2019.
