WHEREAS, an emergency has arisen in Special Item of Appropriation, in the amount of $555,933.00 which is the City's contribution for the 2017 Staffing for Adequate Fire and Emergency Response (SAFER) Grant and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by Resolution 7R9-a, adopted on February 6, 2019, (a copy which is attached hereto and made a part hereof), the City of Newark accepted the 2017 Staffing for Adequate Fire and Emergency Response (SAFER) Grant from the United States Department of Homeland Security/Federal Emergency Management Agency (FEMA) which required a $1,667,799.00 cumulative non-federal commitment by the City of Newark for the period commencing February 18, 2018 through February 17, 2022; and
