WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $248,790.00, for the Bioterrorism Preparedness Grant and no provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, on May 9, 2019 the City of Newark received a Letter of Intent from the State of New Jersey, Department of Health-Division of Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP), the City of Newark has been awarded $248,790.00 for Bioterrorism Preparedness Grant for the period July 1, 2019 to June 30, 2020, to upgrade the City of Newark's public health emergency preparedness and response capabilities within the City of Newark; and
