WHEREAS, Resolution 7R2-a (S/A.S.), adopted September 25, 2018, authorized the Director of the Department of Economic and Housing Development, 920 Broad Street, Newark New Jersey 07102, to enter into and execute the Contract for constructing Riverfront Park Expansion - Phase C with Tomco Construction, Inc. (the "Contract"), 22 Howard Boulevard, Suite 204, Mt. Arlington, New Jersey 07856, for the total bid amount of $8,154,999.00; and
