WHEREAS, on January 10, 2018 through Resolution 7R2-h, the Municipal Council authorized the Mayor to accept the following WIOA-Youth, Workforce Innovation and Opportunity Act grant funds, for Program Year 2017 (July 1, 2017 through June 30, 2018) which must be eighty (80%) percent obligated by June 30, 2018, and fully expended by June 30, 2019, or returned to the State, for a total allocation of $1,535,164.00; and

WHEREAS, on April 7, 2017, NewarkWORKS advertised a Request for Proposal, returnable on May 12, 2017 for educational and training services under the provisions of the WIOA for Program Year 2017-2018 (a copy of the Request for Proposal is attached hereto and made part thereof); and

WHEREAS, on May 12, 2017, NewarkWORKS received Forty-Three (43) proposals which were opened on the same day and entered on a tabulation bid sheet, a copy of which is attached; and

WHEREAS, the proposal received from Rutgers University-Newark, 158 Washington Street, Newark, New Jersey 07102, was reviewed by a selection committee and approved by the Newark Workforce Development Board (NWDB) and was found to be one of the most advantageous to the...
