WHEREAS, the New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness, provides funding for regional health preparedness planning, response and recovery for all-hazard incidents (i.e. pandemic, hurricane) through the Public Health Emergency Preparedness - LINCS Grant 2020; and
WHEREAS, the City of Newark desires to provide public health emergency preparedness planning, response and recovery for all-hazard incidents by obtaining funding from the Public Health Emergency Preparedness - LINCS Grant 2020; and
WHEREAS, on or about May 22, 2019, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Health requesting grant funding in the amount of $248,790.00 from the Public Health Emergency Preparedness - LINCS Grant 2020 for regional public health preparedness planning, response and recovery for all-hazard incidents; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $248,790.00 from the New Jersey Department of Health for regional public health preparedness planning, response and recovery for all-hazard incidents for the period commencing on July 1, 2019 and terminating on June 30, 2020; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept the grant award in the amount of $248,790.00; and
WHEREAS, the City of Newark must execute a grant agreement with the New Jersey Department of Health in order to obtain the grant award with no City funds required; and
WHEREAS, the City of Newark recognizes that the New Jersey Department of Health may extend the time of the grant award and/or provided additional funds if made available; and
WHEREAS, in such cases, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease of funds as applicable; and
WHEREAS, the terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Newark Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to submit an application to the New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness, P.O. Box 360, Trenton, New Jersey 08625-0360, requesting grant funding in the amount of $248,790.00 from the Public Health Emergency Preparedness - LINCS Grant 2020 for regional public health preparedness planning, response and recovery for all-hazard incidents (i.e., pandemic, hurricane) (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. Upon notification of the receipt of a grant award in connection with this application, the grant is accepted.
4. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to enter into and execute grant documents with the New Jersey Department of Health to receive and expend the grant award for regional public health preparedness planning, response and recovery for all-hazard incidents.
5. Upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Health and Community Wellness shall submit a complete copy of the grant agreement and any associated documents as well as a copy of the Certification of Funds for any required matching funds to both the Corporation Counsel and Business Administrator for review, approval and signatures.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, grant award letter, grant agreement and a copy of the Certification of Funds for any required matching funds in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit a grant application, accept and enter into an agreement for grant funding in the amount of $248,790.00 from the New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness, for regional public health emergency preparedness planning, response and recovery for all-hazard incidents (i.e., pandemic, hurricane). No municipal funds are required.
