WHEREAS, in 2018 the City of Newark was selected to receive grant funding from Cities of Service, an independent nonprofit organization that helps mayors and city leaders tap the knowledge, creativity, and service of citizens to solve public problems and create vibrant cities, through their "Love Your Block" grant program; and

WHEREAS, the Love Your Block grant program was established as an initiative designed to connect residents with City departments and community organizations to implement hyper-local neighborhood beautification and community-building projects. The Love Your Block program has helped city leaders in dozens of cities, including the City of Newark, engage their citizens to revitalize, beautify, and improve the underutilization of their neighborhoods, one block at a time; and

WHEREAS, the existence of underutilized properties, both public and private, and City-owned parks and open spaces, and other areas of community significance which are abandoned or are in material disrepair create public health, safety and quality of life concerns for both residents and adjoining businesses and has the potential to negatively impact the overall reinvigoration of the City of Newark; and
