WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,887,000.00 for the provision of the Childhood Lead Program and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by Letter of Intent dated June 20, 2019, from the New Jersey Department of Health, Division of Family Health Services, the City of Newark has accepted $1,887,000.00 to provide case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care...
