WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,887,000.00 for the provision of the Childhood Lead Program and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

WHEREAS, by Letter of Intent dated June 20, 2019, from the New Jersey Department of Health, Division of Family Health Services, the City of Newark has accepted $1,887,000.00 to provide case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

WHEREAS, emergency appropriation adopted in 2019, pursuant to N.J.S.A. 40A:4-20 including this resolution total $362,902,211.73.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2019 budget.

 

3.                     The City Clerk of the City of Newark shall file a copy of this resolution with the Director of Local Government Services.

 

 

STATEMENT

 

This legislation establishes the temporary emergency appropriation for the Childhood Lead Program in the amount of $1,887,000.00.  The Department of Health and Community Wellness is awarding the funds.  The project period will run from July 1, 2019 through June 30, 2020.
