Additional Information:

The Irvington Police Department has been awarded grant funding in the amount of $469,829.00 from the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program to be distributed among several municipalities within Essex County, New Jersey for the purpose of implementing strategies to prevent and control crime.

The Newark Department of Public Safety is a co-applicant and sub-grantee with the City of Irvington, NJ receiving a grant award in the amount of $307,581.00 to fund the purchase of equipment with no City funds required.

WHEREAS, on behalf of the City of Newark, the Director of Public Safety is a co-applicant and sub-grantee in a grant application to the U.S. Department of Justice - Bureau of Justice Assistance, requesting specific funding for the Newark Police Division in the amount of $307,581.00 from the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program to fund the purchase of equipment with no City funds required; and

 

WHEREAS, pursuant to the terms of the grant application the Township of Irvington, New Jersey is required to submit a resolution from the Irvington Municipal Council authorizing submission of the grant application; and

 

WHEREAS, the City of Newark has received notification of receipt of the grant sub-award through the Township of Irvington (Lead Applicant) in connection with this application, and the Director of Public Safety desires to accept the sub-grant award; and 

 

WHEREAS, the Director of Public Safety is submitting a copy of the grant agreement to the Business Administrator and Corporation Counsel for their review; and 

 

WHEREAS, the Irvington Police Department has been awarded grant funding in the amount of $469,829.00 from the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program to be distributed among several municipalities within Essex County New Jersey for the purpose of implementing strategies to prevent and control crime with no City funds required; and 

 

WHEREAS, a Memorandum of Understanding among the participating municipalities, represented by their respective law enforcement Executive, has allocated funding as per the following schedule: Newark = $307,581.00, Irvington = $66,634.00, East Orange = $48,445.00, Orange = $36,197.00, and Essex County Sheriff = $10,972.00 plus the lead applicant administrative expenses of $18,793.16; and

 

WHEREAS, the City of Newark desires to purchase law enforcement specific equipment with the sub-grantee funding allocation.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of Public Safety, are authorized to enter into a Memorandum of Understanding with the participating municipalities of Essex County New Jersey and submit an application to the U.S. Department of Justice requesting grant funding in the total amount of $469,829.00 from the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program for the purpose of implementing strategies to prevent and control crime with no City funds required (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council ratifies authorization of this application and the Memorandum of Understanding from the date of submission of the application to the date of adoption of this authorizing resolution.

 

3.                     The Mayor and/or his designee, the Director of Public Safety, are authorized to accept the allocation from the U.S. Department of Justice requesting sub-grant funding in the amount of $307,581.00.

 

4.                     The Mayor and/or his designee, the Director of Public Safety, are authorized to enter into and execute the grant documents with the U.S. Department of Justice to receive and expend the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program award for the purpose of implementing strategies to prevent and control crime.

 

5.                     The Municipal Council ratifies the execution of the Memorandum of Understanding from the date of execution to the date of adoption of this resolution.

 

6.                     The Director of Public Safety shall submit a complete copy of the grant agreement and any associated documents to both the Business Administrator and Corporation Counsel for their review.

 

7.                     No municipal funds are required for receipt or acceptance of this grant award.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of Public Safety, to engage and be a part of submitting an application for grant funding from the U.S. Department of Justice - Bureau of Justice Assistance in the amount of $469,829.00 from the FY 2018 Edward Byrne Justice Assistance Grant (JAG) Program with $307,581.00 allocated for the Newark Police Division.  Furthermore, this resolution ratifies and authorizes the Mayor and/or his designee, the Director of Public Safety, to enter into a Memorandum of Agreement with the participating municipalities of Essex County.  No municipal funds are required.
