WHEREAS, the Workforce Innovation and Opportunity Act (WIOA) is designed to help get Americans, including youth and those with significant barriers to employment, into high quality jobs and careers and help employers hire and retain skilled workers; and

 

WHEREAS, the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity awarded the City of Newark the following Workforce Innovation and Opportunity Act (WIOA) grant (formerly Workforce Investment Act), through the Newark Workforce Development Board (NWDB), for Program Year 2019 (July 1, 2019 through June 30, 2020); and

 

WHEREAS, the Program Year 2019 funds must be 80 percent obligated by June 30, 2020 and it must be fully expended by no later than June 30, 2021; and

 

WHEREAS, funds will be allocated as follows:

                     WHEREAS, no application was required for the City of Newark to apply for the grant; and

 

WHEREAS, this is an annual grant allocation from the State of New Jersey Department of Labor and Workforce Development, and it must be used in accordance with guidelines stated in the Notice of Award (NOA), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into the Newark Workforce Development Area Contract; and

 

                     WHEREAS, the Acting Director of NewarkWORKS, and delegated designees, desire to accept the grant awards and execute the Standard Assurances and Certifications agreement; and

 

 WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

WHEREAS, no municipal funds, commitment of municipal resources, or staff are required for the receipt or acceptance of these grant funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS, are authorized to accept the Workforce Innovation and Opportunity Act (WIOA) grant funds allocated to the Newark Workforce Development Board (NWDB) from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity for Program Year 2019 (July 1, 2019 through June 30, 2020), and to incorporate said funds into the Newark Program Year 2019 Workforce Development Area Contract. 

 

2.                     The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), consistent with an expenditure plan approved by NWDB in accordance with strategic workforce priorities set by the NWDB.

 

3.                     The grant funds must be 80 percent (80%) obligated by June 30, 2020 and it must be fully expended by June 30, 2021.

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2019 to date of adoption of this authorizing resolution.

 

5.                     The grant award in the amount of $4,921,982.00, from the State of New Jersey Department of Labor and Workforce Development and Economic Opportunity from Program Year 2019 is hereby accepted. A copy of the award letter is attached hereto and made a part hereof.

 

6.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development and Acting Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2019 Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award.

 

7.                     No municipal funds, or commitment of municipal resources or staff, are required for receipt or acceptance of this grant award.

 

8.                     The Acting Director of NewarkWORKS and/or designee shall file a fully-executed copy of the Grant Award Letter for Program year 2019, the Notice of Award, Program year 2019 Newark Workforce Development Contract, and any other documents that may be necessary in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS/delegated designee, to accept, execute, and expend Workforce Innovation and Opportunity Act (WIOA) funds in the amounts of $2,135,842.00 (WIOA Youth), $2,014,659.00 (WIOA Adult), and $771,481.00 (WIOA Dislocated Worker), for a combined total of $4,921,982.00 from the State of New Jersey Department of Labor and Workforce Development,  and furthermore, ratifies and authorizes them to enter into and execute a program year 2019 Newark Workforce Development Area contract. These funds are allocated for the period of July 1, 2019 through June 30, 2020 and must be 80 percent obligated by June 30, 2020 and fully expended by no later than June 30, 2021.  No municipal funds, or commitment of municipal resources or staff are required for receipt or acceptance of these grant awards.
