WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of any appropriation item of equal amount for the purpose of carrying out the purposes the law making such item of revenue available for expenditure; and
WHEREAS, by award letter dated June 21, 2019, effective July 1, 2019, the North Jersey Transportation Planning Authority (NJTPA) has made available $134,208.75 (includes Federal Funding of $95,367.00, Supplemental Support Funding $15,000.00 + Local In-Kind Match of $23,841.75) to be used for FY2019 Sub-Regional Transportation Planning Program for the City of Newark; and
WHEREAS, funding has been accepted by Resolution 7R3-d dated September 5, 2019,from the New Jersey Department of Transportation, the City of Newark was awarded $95,367.00 (Federal Funding), Supplemental Support Funding $15,000.00 and Local In-Kind Match of $23,841.75 for a total of $134,208.75 to be used for the FY2019 Sub-Regional Transportation for the City of Newark.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. In accordance with the provisions of N.J.S.A 40A:4-87, the City of Newark hereby requests the Director of Local Government Services to approve a budget insertion in the amount of $134,208.75 (including the additional Federal Funding of $95,367.00, Supplemental Support Funding $15,000.00 and Local In-Kind Match of $23,841.75) for the FY2020 Sub-Regional Transportation Planning Program in the budget year 2019 as set forth in Schedule A, attached hereto and made a part hereof.
2. The aforesaid insertion is, in the opinion of the Governing Body, warranted and authorized by N.J.S.A. 40A:4-87 and are necessary for the orderly operation of the municipality.
3. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This Resolution establishes the revenue and appropriation in the 2019 Municipal Budget in the amount of $134,208.75 (including the additional Federal Funding of $95,367.00, Supplemental Support Funding $15,000 and Local In-Kind Match of $23,841.75). Funding has been provided by the North Jersey Transportation Planning Authority Inc. (NJTPA).
