WHEREAS, the Urban Areas Security Initiative (UASI) Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism; and

 

WHEREAS, the USAI Program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach; and

 

WHEREAS, on behalf of the City of Newark (hereinafter “City”), the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, under the Department of Public Safety, submitted Project Proposals and Annexes to the State of New Jersey, Office of Homeland Security and Preparedness (OHSP) requesting grant funding in the amount of $1,707,500.00 from FFY19 UASI-Local Share Grant Program; and

 

WHEREAS, September 1, 2019, the City was awarded $1,707,500.00 for approved projects from the FFY19 UASI-Local Share Grant Program to enhance the City and UASI region’s ability to build, maintain and sustain national preparedness capabilities as outlined in the attached Project Proposals and Annexes; and

 

WHEREAS, the Department of Public Safety wishes to accept the grant award in the amount of $1,707,500.00; and

 

WHEREAS, the City must execute grant documents with OHSP to receive and expend the grant award in the amount of $1,707,500.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the projects outlined in the attached Project Proposals and Annexes for the period commencing on September 1, 2019 and terminating on August 31, 2022 with no City funds required.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to submit Project Proposals and Annexes to the State of New Jersey, Office of Homeland Security and Preparedness (OHSP) requesting grant funding in the amount of $1,707,500.00 from the FFY19 Urban Areas Security Initiative (UASI-Local Share) Grant Program to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities which are outlined in the attached Project Proposals and Annexes.

 

2.                     The Municipal Council ratifies its authorization of the Project Proposals and Annexes from the date of submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $1,707,500.00 from OHSP is accepted (a copy of the Award Letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to enter into and execute grant documents with OHSP to receive and expend the grant award in the amount of $1,707,500.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the projects outlined in the attached Project Proposals and Annexes for the period commencing on September 1, 2019 and terminating on August 31, 2022.

 

5.                     The agreement between the City of Newark and OHSP is hereby ratified from September 1, 2019 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness shall file a copy of the Project Proposals and Annexes, the grant award letter, and a fully-executed copy of the Memorandum of Understanding for Communications and Domestic Preparedness Planners in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, to submit Project Proposals and Annexes for grant funding from OHSP to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the approved Project Proposals and Annexes.  Furthermore, this resolution ratifies and authorizes the Mayor and/or his designee, the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, to enter into and execute grant documents necessary to accept and expend the FFY19 UASI-Local Share Grant Program in the amount of $1,707,500.000 for the projects outlined in the approved Project Proposals and Annexes for the period commencing on September 1, 2019 and terminating on August 31, 2022.  No municipal funds are required.
