WHEREAS, the State of New Jersey, Department of Law and Public Safety (“Department”), Office of the Attorney General (“OAG”) applied for and received funds from the Bureau of Justice Assistance under the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project; and

 

WHEREAS, the goal of the Opioid Response Team Project is to provide local police departments with funding to provide crisis intervention at the local level for opioid-addicted individuals at multiple entry points involving law enforcement; and

 

WHEREAS, a total of $749,999.00 of the award from the Bureau of Justice Assistance will be awarded to five (5) identified local police departments for use by June 30, 2021; and

 

WHEREAS, the Newark Police Division was one of the five (5) police departments selected to receive a grant to create a 24/7 Opioid Response Team to assist individuals suffering from opioid abuse through crisis intervention; and

 

WHEREAS, on August 17, 2019, the City of Newark was awarded $149,999.80 from the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project; and

 

WHEREAS, on September 18, 2019, on behalf of the City of Newark, the Public Safety Director submitted an application to the OAG requesting grant funding in the amount of $149,999.810 from the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project to create a 24/7 Opioid Response Team to assist individuals suffering from opioid abuse through crisis intervention for the period between October 1, 2019 to June 30, 2021; and

 

WHEREAS, the Police Division wishes to accept the grant award in the amount of $149,999.80; and

 

WHEREAS, the City of Newark must return a certified Resolution with their Award Package in order to receive and expend the grant award in the amount of $149,999.80.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Public Safety Director, are authorized to submit a grant application to the State of New Jersey, Department of Law and Public Safety (“Department”), Office of the Attorney General (“OAG”) requesting grant funding in the amount of $149,999.80 from the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project.

 

2.                     The Municipal Council ratifies its authorization of this application from the date of submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $149,999.80 from OAG is accepted.

 

4.                     The Mayor and/or his designee, the Public Safety Director, are authorized to enter into and execute grant documents with the OAG to receive and expend the grant award in the amount of $149,999.80 to create a 24/7 Opioid Response Team to assist individuals suffering from opioid abuse through crisis intervention for the period between October 1, 2019 to June 30, 2021.

 

5.                     The agreement between the City of Newark and the OAG is ratified from September 18, 2019 to the date of adoption of this resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Public Safety Director shall file a fully-executed copy of the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project application, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

8.                     A certified copy of this resolution shall be provided to the Office of the Attorney General, NJ CARES, 124 Halsey Street, Newark, New Jersey 07102.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Public Safety Director, to submit a grant application, accept, and enter into an agreement with OAG for grant funding in the amount of $149,999.810 from the FFY17 Comprehensive Opioid Abuse Site-Based Program: Category 4b - Opioid Response Team Project to create a 24/7 Opioid Response Team to assist individuals suffering from opioid abuse through crisis intervention, for the period between October 1, 2019 to June 30, 2021.
