WHEREAS, on behalf of the City of Newark, the Director of the Department of Public Safety submitted an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting funding in the amount of One Million Two Hundred Thousand Dollars and Zero Cents ($1,200,000.00) from the FY19 Comprehensive Opioid Abuse Site-based Program to fund a pre-arraignment diversion program, Newark Hope, that will assist individuals suffering from opioid drug dependency and misuse; and

WHEREAS, the goal of the program is to encourage and support the development of comprehensive, locally driven responses to the opioid epidemic that expands access to supervision, treatment, and recovery support services across the criminal justice system; support law enforcement and other first responder diversion programs for non-violent drug offenders; promote education and prevention activities; and address the needs of children impacted by the opioid epidemic.
