WHEREAS, WorkFirst New Jersey seeks to end welfare dependency through job training, education and work activities to help people secure employment and become self-sufficient; and
WHEREAS, the New Jersey Department of Labor and Workforce Development (NJDOL) has provided $715,000.00 in WorkFirst New Jersey funds to the Newark Workforce Development Area for State Fiscal Year 2020 (July 1, 2019 through June 30, 2020); and
WHEREAS, no application was required for the City of Newark to receive these grant funds; and
WHEREAS, this is an annual grant allocation from the New Jersey Department of Labor and Workforce Development which must be used in accordance with guidelines stated in the Notice of Award and must be incorporated into Program Year 2019 Workforce Development Area Contract; and
WHEREAS, these grant funds must be fully obligated by June 30, 2020 and fully expended by December 31, 2020; and
WHEREAS, these funds are allocated as;

WHEREAS, no municipal funds, commitment of municipal resources or staff are required for the receipt or acceptance of this grant award; and
WHEREAS, the final determination for funding is contingent upon authorization and availability from the State.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are authorized to accept WorkFirst New Jersey funds in the amount of $715,000.00 from NJDOL provided to the Newark Workforce Development Area for State Fiscal Year 2020 (July 1, 2019 through June 30, 2020) and to incorporate said funds into Program Year 2019 Workforce Development Area Contract.
2. The WorkFirst New Jersey funds shall be expended according to the guidelines state in the Notice of Award.
3. These funds must be fully obligated by June 30, 2020 and fully expended by December 31, 2020.
4. The Municipal Council ratifies the acceptance of the grant award from July 1, 2019 to the date of adoption of this authorizing resolution.
5. The grant award in the amount of $715,000.00 from NJDOL is accepted (a copy of the Notice of Award letter is attached).
6. The Mayor and/or his designee, the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are authorized to enter into and execute Program Year 2019 Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award.
7. No municipal funds, commitment of municipal resources or staff are required for the receipt or acceptance of this grant award.
8. Final determination for funding is contingent upon authorization and availability from the State.
9. NewarkWORKS shall file a copy of the Notice of Award, Program Year 2019 Workforce Development Area Contract, and any other required documents with the Office of the City Clerk.
10. The Deputy Mayor of Workforce Development and Director of NewarkWORKS have not received the Workforce Development Area Contract as of the resolution date, however, will submit to the Office of the City Clerk once provided by New Jersey Department of Labor and Workforce Development.
