WHEREAS, the New Jersey Department of Transportation’s (NJDOT) Local Freight Impact Fund (LFIF) Grant Program provides funding for transportation projects that address the impact of freight travel to local communities and local transportation infrastructures; and

 

WHEREAS, the City of Newark seeks to obtain funding from FY2020 LFIF Grant Program for improvements to McClellan Street which includes milling and paving 2 ½” to 3”, reconstruction of curbs and ADA ramps, crosswalks, new pavement markings, storm water system cleaning and replacement as needed, replacement of broken or worn water valve boxes, manhole frames and covers, and sidewalks on both sides of the street; and

 

WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the FY2020 LFIF Grant Program for the McClellan Street Resurfacing Improvements; and

 

WHEREAS, on October 7, 2019, on behalf of the City of Newark, the Director of the Department of Engineering submitted LFIF-2020-McClellan Street Port Newark Conne-00052 application, electronically, to NJDOT requesting grant funding in the amount of $1,267,559.00 for the McClellan Street Resurfacing Improvements with no City funds required; and

 

WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to submit a resolution from the Newark Municipal Council authorizing submission of the grant application; and

 

WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering desires to accept the grant award and execute a grant agreement governing said award; and

 

WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering shall submit a copy of the grant agreement to the Corporation Counsel and Business Administrator for review, approval and signature.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Engineering, are authorized to submit LFIF-2020-McClellan Street Port Newark Conne-00052 application, electronically, to NJDOT requesting grant funding in the amount of $1,267,559.00 from the FY2020 LFIF Grant Program for McClellan Street Resurfacing Improvements with no City funds required.

 

2.                     The Municipal Council hereby ratifies its authorization of the application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     Upon notification of the receipt of a grant award in connection with the application, the grant is hereby accepted.

 

4.                     Upon notification of the receipt of a grant award in connection with the application, the Mayor and/or his designee, the Director of the Department of Engineering, are authorized to enter into and execute grant documents with NJDOT to receive and expend the grant award for the McClellan Street Resurfacing Improvements.

 

5.                     Upon notification of the receipt of a grant award in connection with the application, the Director of the Department of Engineering shall submit a complete copy of the grant agreement and any associated documents, as well as a copy of the Certification of Funds for any required matching funds, to both the Corporation Counsel and Business Administrator for review, approval and signature.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Engineering shall file a fully executed copy of the grant application, the grant award letter, the grant agreement, and a copy of the Certification of Funds for any required matching funds in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering, to electronically submit the application for, accept, and enter into an agreement for grant funding in the amount of $1,267,559.00 from NJDOT for the McClellan Street Resurfacing Improvements. No municipal funds are required.
