WHEREAS, the Essex County Department of Parks, Recreation and Cultural Affairs, 2020 Essex County Recreation & Open Space Trust Fund Local Aid Program, (“County”), offers grants to 22 Essex municipalities for open space acquisition, historic preservation or the development of recreational facilities; and
WHEREAS, the City of Newark (“City”) wishes to improve an abandoned park, located 189-193 West Bigelow Street, Newark, New Jersey 07108 having both passive and non-passive park activities; and
WHEREAS, the City desires to further the public interest by obtaining funding in the form of a One Hundred Fifty-Thousand Dollars and Zero Cents ($150,000.00), grant from the County to fund the development of abandoned City of Newark land into the Ridgewood Avenue Park (the “Project”); and
WHEREAS, the Director of the Department of Recreation, Cultural Affairs & Senior Services recommends that the City make application for such a grant; and
WHEREAS, the Department of Recreation, Cultural Affairs & Senior Services has prepared an application package, entitled “2020 Essex County Recreation & Open Space Trust Fund Local Aid Program Submission for Ridgewood Avenue Park” (the “Application”) (attached hereto), requesting funds in the amount of One Hundred Fifty-Thousand Dollars and Zero Cents ($150,000.00), from the County for the improvement of an abandoned park into a functional park, to be called the Ridgewood Avenue Park, with no City funds required; and
WHEREAS, the County shall determine if the Application is complete and in conformance with the scope and intent of the Open Space Trust Fund Local Aid Program, and notify the City of the amount of the funding award; and
WHEREAS, the City is willing to use the County’s funds in accordance with such rules, regulations, and applicable statutes, and is willing to enter into an agreement with the County governing the use of the funds for the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Recreation, Cultural Affairs & Senior Services is hereby authorized to submit an application to Essex County Department of Parks, Recreation and Cultural Affairs, 2020 Essex County Recreation & Open Space Trust Fund Local Aid Program (“County”) requesting funding in the amount of One Hundred Fifty-Thousand Dollars and Zero Cents ($150,000.00), in substantially the same form attached, with such revisions as deemed advisable by Counsel for the Department of Recreation, Cultural Affairs & Senior Services or the Corporation Counsel for the City, and any amendment thereto as an authorized representative for the City of Newark for grant awards from the County for the purpose of improving an abandoned park into a functional park for youth including those with autism/special needs.
2. A certified copy of this Resolution will be forwarded to the Essex County Department of Parks, Recreation and Cultural Affairs, 2020 Essex County Recreation & Open Space Trust fund Local Aid Program.
3. Upon notification of receipt of the County grant award in connection with this application, the grant is hereby accepted.
4. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Director of the Department of Recreation, Cultural Affairs & Senior Services are hereby authorized to enter into and execute documents with the County to receive and expend the grant award for the purpose of improving an abandoned park into a functional park.
5. Upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Recreation, Cultural Affairs & Senior Services shall submit a complete copy of the grant agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.
6. This resolution shall take effect immediately.
STATEMENT
This resolution authorizes the Mayor and/or his designee, the Director of the Department of Department of Parks, Recreation and Cultural Affairs to submit an application to accept and enter into and execute an agreement for grant funds from the Essex County Department of Parks, Recreation and Cultural Affairs, 2020 Essex County Recreation & Open Space Trust Fund Local Aid Program in the amount of One Hundred Fifty-Thousand Dollars and Zero Cents ($150,000.00), for the purpose of improving an abandoned park into a functional park, to be called the Ridgewood Avenue Park, with no municipal funds required.
