WHEREAS, the New Jersey Department of Community Affairs, (“the State”), offers grants to Municipalities to build neighborhoods and to provide financial and technical assistance to improve the quality of life for low-income, disabled and disadvantaged residents; and

 

WHEREAS, the City of Newark (“City”) through the Brick City Peace Collective (“BCPC”) wishes to reduce violence and strengthen relationships between law enforcement and Newark communities; and

 

 WHEREAS, the City desires to further the public interest by obtaining funding in the form of a Two Hundred Fifty-Thousand Dollars and Zero Cents ($250,000.00), grant from the New Jersey Department of Community Affairs to support violence reduction efforts by gathering evidence on the ground and providing guidance to practitioners and policymakers who seek to improve communities through measurable data-driven strategies (the “Project”); and

 

WHEREAS, the Business Administrator recommends that the City make application for such a grant; and

 

WHEREAS, the Administration has prepared an application package, titled “Newark Brick City Peace” (the “Application”) (attached hereto), requesting funds in the amount of Two Hundred Fifty-Thousand Dollars and Zero Cents ($250,000.00), from the New Jersey Department of Community Affairs, Grants and Resources, with no City funds required; and

 

WHEREAS, the State shall determine if the Application is complete and conforms with the scope and intent of the Division of Housing and Community Resources, and notify the City of the amount of the funding award; and

 

WHEREAS, the City is willing to use the State’s funds in accordance with such rules, regulations, and applicable statutes, and is willing to enter into an agreement with the State governing the use of the funds for the Project.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Business Administrator is hereby authorized to submit an application to New Jersey Department of Community Affairs, Grants and Resources (“State”) requesting funding in the amount of Two Hundred Fifty-Thousand Dollars and Zero Cents ($250,000.00), in substantially the same form attached, with such revisions as deemed advisable by the Business Administrator  or the Corporation Counsel for the City, and any amendment thereto as an authorized representative for the City of Newark for grant awards from the State for the purpose of reducing violence and strengthening relationships between law enforcement and Newark communities.

 

2.                     The Business Administrator shall forward a certified copy of this Resolution to the New Jersey Department of Community Affairs.

 

3.                     Upon notification of receipt of the State grant award in connection with this application, the grant is hereby accepted.

 

4.                     Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Business Administrator are hereby authorized to enter into and execute documents with the State to receive and expend the grant award for the purpose of reducing violence and strengthening relationships between law enforcement and Newark communities.

 

5.                     Upon notification of the receipt of a grant award in connection with this application, the Business Administrator shall submit a complete copy of the grant agreement and any associated documents to the Corporation Counsel for review, approval and signature.

 

6.                     This resolution shall take effect immediately.

 

 

 

 

 

 

 

STATEMENT

 

This resolution authorizes the Mayor and/or his designee, the Business Administrator, to submit an application to the New Jersey Department of Community Affairs, Grants and Resources to request funding in the amount of Two Hundred Fifty-Thousand Dollars and Zero Cents ($250,000.00), in substantially the same form attached.  The resolution also authorizes the Business Administrator to enter into an agreement to accept the grant funds from the New Jersey Department of Community Affairs for the purpose of reducing violence and strengthening relationships between law enforcement and Newark communities, with no municipal funds required.
