 WHEREAS, the City of Newark’s Department of Health and Community Wellness desires to continue providing lead hazard reduction services in eligible housing units throughout the City of Newark; and

 

WHEREAS, the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, has funds available for the provision of such services; and

 

WHEREAS, on August 7, 2019, on behalf of the City of Newark, the Director of the Department of Health and  Community Wellness, submitted an application to the U.S. Department of Housing and Urban Development (HUD),451 Seventh Street, SW Washington, DC 20410, requesting grant funding in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00), for the Lead Hazard & Healthy Homes Reduction Program, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark; and

 

 WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of Five Million, Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00) from the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, for the Lead Hazard & Healthy Homes Reduction Program, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark, for the period commencing on January 2, 2020 and terminating on June 30, 2023; and

 

WHEREAS, the grant requires in-kind match from the City of Newark, in the amount of Seven Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars ($786,353.00), which will be provided directly from the City of Newark; U.S. Department of Housing and Urban Development Community Development Block Grant Program (“CDBG”); and New Jersey Department of Health Childhood Lead Poison Prevention; and 

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept funds in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00); and

 

WHEREAS, the City of Newark recognizes that the U.S. Department of Housing and Urban Development (HUD), Office of Lead Hazard Control & Healthy Homes, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, the U.S. Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, will amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the United States Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes, to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark (a copy of the application is attached hereto and made a part hereof).                                                                                                               

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00) from the U.S. Department of Housing and Urban Development (HUD) is hereby accepted (a copy of the award is attached hereto and made a part hereof).

 

4.                     The grant award requires an in-kind match from the City of Newark in the amount of Seven Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars and Zero Cents ($786,353.00), which will be sourced from the City of Newark; U.S. Department of Housing and Urban Development Community Development Block Grant Program (“CDBG”); and New Jersey Department of Health Childhood Lead Poison Prevention.

 

5.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the U.S. Department of Housing and Urban Development (HUD), Office of  Lead Hazard Control and Healthy Homes, for the period commencing on January 2, 2020 and terminating on June 30, 2023 (a copy of the award letter is attached and made a part hereto).

 

6.                     The Municipal Council hereby ratifies the acceptance of this grant from January 2, 2020, to the date of adoption of this authorizing resolution.

 

7.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.

 

                                                 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the U.S. Department of Housing and Urban Development (HUD), 451 Seventh Street, SW, Washington, DC 20410, in the amount of Five Million Six Hundred Thousand Dollars and Zero Cents ($5,600,000.00), with an in-kind match from the City of Newark  in the amount of Seven Hundred Eighty Six Thousand Three Hundred Fifty Three Dollars and Zero Cents ($786,353.00),  to identify and implement cost-effective lead hazard reduction measures to correct lead hazards in eligible housing units throughout the City of Newark, for the period commencing on January 2, 2020 terminating on June 30, 2023.
