Additional Information:
Each local government selected will receive an award package including:
* One (1) year of USGBC Silver membership;
* Registration in LEED v4.1 for Cities and Communities;
* Certification review fees, LEED v4.1 for Cities and Communities;
* Access to the Arc reporting platform to encourage continuous improvement and benchmarking;
* A two (2) day, in-person orientation workshop with other selected communities;
* Access to online education resources, project management tools and monthly conference calls; and
* A dedicated USGBC staff liaison with ongoing programmatic and technical support.

WHEREAS, the City of Newark (the "City") has a long-standing commitment to advancing sustainability, environmental health, and community well-being, as evidenced by the creation of an Office of Sustainability (Ordinance 6PSF-e, adopted on August 3, 2016), and development of various sustainability commitments captured in the Newark Sustainability Action Plan of 2013 and 2020, as well as the Sustainability Element of Newark's Master Plan; and

WHEREAS, the LEED for Cities and Communities Grant Program provides a framework for planning, designing, measuring and managing the performance of social, economic and environmental conditions on a city-wide or community level, in a globally consistent way to assist local leaders at measuring and managing the City's water consumption, energy use, waste, transportation and human experience; and

WHEREAS, U.S. Green Building Council (USGBC), supported by the Bank of America Charitable Foundation, issued a special invitation for the City to apply to and participate in the 2020 LEED for Cities and Communities Grant Program, to join a cohort of up to twenty (20) cities collaborating and exchanging ideas with peers, to organize, set goals, collect data, and apply for LEED for Cities and Communities v4.1 Certification ("LEED v4.1 Certification"); and

WHEREAS, LEED v4.1 Certification is a standard for green building design, construction, operation and performance with a focus on efficiency; and

WHEREAS, each local government selected will receive an award package including:
* One (1) year of USGBC Silver membership;
* Registration in LEED v4.1 for Cities and Communities;
* Certification review fees, LEED v4.1 for Cities and Communities;
* Access to the Arc reporting platform to encourage continuous improvement and benchmarking;
* A two (2) day, in-person orientation workshop with other selected communities;
* Access to online education resources, project management tools and monthly conference calls; and
* A dedicated USGBC staff liaison with ongoing programmatic and technical support; and

WHEREAS, the cohort of participating local governments will meet regularly throughout the year to report progress and share best practices, and each community will receive a dedicated USGBC coordinator to assist with resolving issues and provide feedback and support; and

WHEREAS, the City seeks to leverage the in-kind staffing support resources made available by USGBC with the support of the Bank of America Charitable Foundation to allow LEED for Cities Staff to assist the selected cohort of cities with completing LEED v4.1 certification; and

WHEREAS, on January 31, 2020, on behalf of the City, the Business Administrator submitted an application to 2020 LEED for Cities and Communities Grant Program; and

WHEREAS, on February 7, 2020, in connection with the application, the USGBC notified the City of selected participation in the grant program and the national cohort; and

WHEREAS, the City desires to accept the grant award and execute a grant agreement governing said award; and

WHEREAS, upon notification of the receipt of a grant award in connection with this application, a copy of the grant agreement shall be submitted to the City Clerk, Corporation Counsel and Business Administrator for review, approval, and signature; and

WHEREAS, once all members of the cohort for participation in the 2020 LEED for Cities and Communities Grant Program have been confirmed, a national press release with the Bank of America Charitable Foundation will be issued.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Business Administrator are hereby authorized to submit an application to the 2020 LEED for Cities and Communities Grant Program requesting grant funded technical support.

2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission, January 31, 2020, to the date of adoption of this authorizing resolution.

3. Upon notification of the receipt of a grant award in connection with this application, the grant is hereby accepted.

4. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Business Administrator are authorized to enter into and execute grant documents with the U.S. Green Building Council.

5. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Business Administrator are hereby authorized to enter into a grant agreement with U.S. Green Building Council 2020 LEED for Cities and Communities Grant Program to receive the grant award, including in-kind staffing support, from U.S. Green Building Council, in conjunction with the Bank of America Charitable Foundation.

6. Upon notification of the receipt of a grant award in connection with this application, a complete copy of the grant agreement and any associated documents shall be filed with the City Clerk.

7. No municipal funds are required for receipt or acceptance of this grant award.

8. The Business Administrator shall file a fully executed copy of the grant application, the grant award letter, and the grant agreement in the Office of the City Clerk.

STATEMENT

This resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator to submit an application for, accept, and enter into an agreement for grant funds and in-kind staffing support from the U.S. Green Building Council, in conjunction with the Bank of America Charitable Foundation, to participate in the 2020 LEED for Cities and Communities Grant Program, which offers cohort membership with other municipalities seeking technical support and LEED v4.1 Certification. No municipal funds are required to apply for, or to accept this grant award.
