WHEREAS, the City of Newark, Department of Water and Sewer Utilities advertised Contract 29-WS2023 Phase-7(A) Lead Service Line Replacement located at various locations in the City of Newark, on November 11, 2019; and
WHEREAS, the Department of Water and Sewer Utilities distributed fifteen (15) bid packages to prospective vendors following the date of bid advertisement; and
WHEREAS, on December 17, 2019, the Department of Water and Sewer Utilities received eight (8) bids for the said project in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, Roman E&G Corporation, 14 Ogden Street, Newark, New Jersey 07104, submitted the lowest responsive and responsible bid according to the specifications and in the total amount of $5,929,800.00 for the base bid, and in the total amount of $331,870.00 for the supplemental bid, with a combined base bid and supplemental bid total amount of $6,261,670.00; and
