                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $149,999.80, for the crisis intervention at the local level for opioid-addicted individuals at multiple entry points involving law enforcement and no provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by Resolution 7R9c, dated December 18, 2019, from New Jersey Department of Law and Public Safety, Office of the Attorney General, NJ CARES, the City of Newark has been awarded $149,999.80, to fund opioid-addicted individuals at multiple entry points involving law enforcement; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make Temporary Emergency Appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2020 pursuant to N.J.S.A. 40A:4-20 including this resolution total…………………$22,292,038.80.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                           A Temporary Emergency Appropriation be and the same is hereby                                                          made for the following classification

          Opioid-Addicted Individuals                                                                        $149,999.80

            

 

2.                          Said emergency appropriation shall be provided for in the 2020 Budget.

 

3.                          A copy of this resolution shall be filed with the Director of Local    

                Government Services by the City Clerk.

 

 

STATEMENT

 

                     This resolution establishes the Temporary Emergency Appropriation for the FFY17 Comprehensive Opioid Abuse Site-Based Program, in the amount of One Hundred Forty-Nine Thousand, Nine Hundred and Ninety Nine Dollars and Eighty Cents ($149,999.80).  The State of New Jersey Department of Law and Public Safety, Office of the Attorney General, NJ CARES, awarded the funds. The project period is October 1, 2019 through June 30, 2021.
