WHEREAS, the Essex County/Hudson County Bridge Street Bridge, spanning the Passaic River and connecting the City of Newark and the Town of Harrison, was constructed in 1908 and is a critical transportation connection for residents and commuters in both Counties; and
WHEREAS, the office of the Essex County Engineer and the office of the Hudson County Engineer has determined that the bridge is in need of major rehabilitation and/or replacement and, through a federally funded Local Concept Development process administered by North Jersey Transportation Planning Authority (NJTPA), has performed an Alternatives Analysis to identify and evaluate viable and feasible alternatives to replace and/or rehabilitate the bridge ("Bridge Study"); and
WHEREAS, the NJTPA and the New Jersey Department of Transportation (NJDOT) have been project team members with Essex and Hudson Counties; and
WHEREAS, the project team held two (2) local officials meetings with municipal representatives from the City of Newark and the Town of Harrison, and held two (2) community stakeholders meetings to provide project information and receive comments and input on the Bridge Study; and
WHEREAS, the project team held two (2) public information center meetings with afternoon and evening sessions alternating in each municipality, to inform the public and receive comments and input on the Bridge Study, and maintained a project website to further assist the public in obtaining information about the project; and
WHEREAS, based on the alternatives analysis and the public and municipal comments, the Project Team's recommended Preliminary Preferred Alternative (PPA), referred to as Concept 6A, is a complete replacement of the bridge on the existing alignment with a movable bridge over one 80' waterway channel, as depicted on the plan sheet entitled, "Essex County/Hudson County Bridge Street Bridge over Passaic River Local Concept Development Study, Concept 6A - Preliminary Preferred Alternative Movable Bridge on Exiting Alignment, November 2019", as prepared by Hardesty & Hanover and McCormick Taylor; and
WHEREAS, Concept 6A replaces the bridge with a movable single-span bascule bridge structure to address structural, geometric and operational deficiencies of the bridge, with the roadway profile of the bridge slightly raised to limit impacts to the hydraulic opening, and with a bridge width of approximately 80 feet to provide: 6-foot sidewalks and 2-foot concrete barriers along both sides of the bridge, two 12-foot eastbound lanes, two 12-foot westbound lanes, and 8-foot shoulders in both directions (the "Bridge Street Bridge Project"); and
WHEREAS, the Counties of Essex and Hudson will continue to maintain and operate the new Bridge Street Bridge; and
WHEREAS, the County of Essex and County of Hudson is desirous of completing the Local Concept Development Study Phase and proceed to the Local Preliminary Engineering (LPE) Phase and then the Final Design (FD) Phase; and
WHEREAS, to qualify to receive federal funding for the LPE Phase and FD Phase, a resolution in support of the Bridge Street Bridge Project is necessary from the City of Newark and included in the Local Concept Development Study documentation.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and the Newark Municipal Council hereby support the Bridge Street Bridge Project to enable the County of Essex and the County of Hudson to complete the Local Concept Development Study Phase, proceed to the Local Preliminary Engineering (LPE) Phase and then the Final Design (FD) Phase for the Bridge Street Bridge Project, and qualify to receive federal funding.
2. No municipal funds are required for this project.
