WHEREAS, the Medical Reserve Corps (MRC) is a national system of volunteers who are locally organized to improve community health and safety; and
WHEREAS, the National Association of County and City Health Officials (hereinafter, "NACCHO") received a grant from the Federal Department of Health and Human Services', Office of the Assistant Secretary of Preparedness and Response, to build the capacity of local MRC units (a copy of the Grant Agreement attached and made a part hereof); and
WHEREAS, the City of Newark's (hereinafter, "City") Department of Health and Community Wellness (hereinafter, "DHCW"), desires to focus on strengthening the Newark MRC Unit preparedness and response capabilities to protect the health and well-being of residents during a public health emergency by initiating a Junior MRC workforce; and
