WHEREAS, on or about April 10, 2020, the City of Newark, Department of Health and Community Wellness (the “City”) in order to combat and stem the spread of COVID -19, opened a quarantine site at the Hotel Indigo, 810 Broad Street, Newark, New Jersey 07102 (“Hotel Indigo”); and
WHEREAS, the United Way of Greater Newark and the Community COVID-19 Advisory Board (“UWGN”), 60 Park Place, Suite 1400, Newark, New Jersey 07102, made grant funds available to combat and stem the spread of COVID-19; and
WHEREAS, on April 27, 2020, the UWGN awarded the City funding in the amount of One Hundred Seventy-Five Thousand Dollars and Zero Cents ($175,000.00), to support the City’s medical staffing needs at the Hotel Indigo for the period of April 27, 2020 through April 28, 2021 (a copy of the Notice of Award is attached hereto and made a part hereof); and
WHEREAS, as indicated in the April 27, 2020 award letter, the possibility exists that UWGN may increase the grant award amount up to an additional $175,000.00, based upon the City presenting facts and data showing a need for same and additional funding being available; and
WHEREAS, the UWGN may amend the grant to reflect a grant time extension and/or increase or decrease of additional funds if made available; and
WHEREAS, the City shall, upon any such extension of time of the grant and/or increase or decrease of additional funds, cause a budget insertion to be submitted to the Municipal Council for its consideration in the amount of the grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the funds from United Way of Greater Newark and the Community COVID-19 Advisory Board (UWGN) to support the City’s medical staffing needs at the Hotel Indigo in combatting and stemming the spread of COVID-19, in the amount of One Hundred Seventy-Five Thousand Dollars and Zero Cents ($175,000.00), with the option to increase the grant award amount up to an additional $175,000.00, if the City presents facts and data showing a need for same, and additional funding is available.
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The resulting grant award in the amount of One Hundred Seventy-Five Thousand Dollars and Zero Cents ($175,000.00) from UWGN is hereby accepted.
4. The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing resolution.
5. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award to provide medical services at the quarantine site in its ongoing response to COVID-19 or the period commencing April 27, 2020 and ending April 28, 2021.
6. The City of Newark, Department of Health and Community Wellness shall, upon any extension of time of the grant, and/or increase or decrease of additional funds, cause a budget insertion to be submitted to the Municipal Council for its consideration.
7. No municipal matching funds are required for the receipt or acceptance of this grant award.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of Health and Community Wellness, to accept grant funds in the amount of $175,000.00, from United Way of Greater Newark and the Community COVID-19 Advisory Board to provide medical services at the quarantine site, Hotel Indigo, located at 810 Broad Street, Newark, New Jersey 07102, for the period commencing April 27, 2020 and ending April 28, 2021. There is the option to increase the grant award amount up to an additional $175,000.00, if the City presents facts and data showing a need for same, and additional funding is available. No municipal matching funds are required for the receipt or acceptance of the grant award.
