WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $175,000.00 for the Community COVID-19 Grant, and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated April 27, 2020, the United Way of Greater Newark and the Community COVID-19 Advisory Board awarded the City of Newark the Community COVID-19 Funding Award Grant in the amount of $175,000.00. The aforementioned program focuses on support for the medical staffing needs of the COVID-19 quarantine site, Hotel Indigo, 810 Broad Street, Newark, New Jersey 07102, and will assist with the expenses of clinical staffing located at Hotel Indigo during the COVID-19 crisis in the City of Newark; and
WHEREAS, the City of Newark’s Department of Health and Community Wellness will be submitting a companion Apply and Accept Resolution under separate cover to the Newark Municipal Council for its consideration relative to said grant award; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $................$213,750,462.78
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution authorizes and establishes the temporary emergency appropriation for the Community COVID-19 Funding Award Grant in the amount of $175,000.00. The United Way of Greater Newark and the Community COVID-19 Advisory Board has awarded the City of Newark the Community COVID-19 Funding Award Grant. The project period is April 27, 2020 through April 28, 2021.
