WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Forty-Thousand, Two Hundred Ninety-Five Dollars and Zero Cents ($40,295.00) increasing total program resources from $1,879,531.00 to $1,919,826.00, for the Women, Infants, and Children (WIC) Program and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by award letter dated February 6, 2020, the New Jersey Department of Health and Senior Services has awarded the City of Newark additional funding for the Women, Infant and Children (WIC) Grant in the amount of Forty-Thousand, Two Hundred Ninety-Five Dollars and Zero Cents ($40,295.00). The aforementioned program will provide nutritional services, nutritional education, immunization screening and education, voter registration and family care enrollment through participation in New Jersey Department of Health and Senior Services’ Women, Infants and Children (WIC) Program to the residents of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2020, pursuant to N.J.S.A. 40A: 4-20 including this resolution total...………………$270,723,510.78.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount

Children (WIC) Program
2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution authorizes and establishes the temporary appropriation for the Women, Infants and Children (WIC) Program in the amount of Forty-Thousand, Two Hundred Ninety-Five Dollars and Zero Cents ($40,295.00). The New Jersey Department of Health and Senior Services has awarded the City of Newark the Women, Infants and Children (WIC) Grant. The project period is October 1, 2019 through September 30, 2020.
