WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Sixteen Thousand Five Hundred Seventy Dollars Zero Cents ($116,570.00) for FY2020 Bridges to Employing Youth (Bridges) and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by an award letter dated April 23, 2020, from New Jersey Department of Labor and Workforce Development, the City of Newark was awarded funding for Bridges in the amount of One Hundred Sixteen Thousand Five Hundred Seventy Dollars Zero Cents ($116,570.00) to provide funds for program operations to serve youth who are in or have aged out of foster care; and
