WHEREAS, on May 14, 2019, the City of Newark, Department of Economic and Housing Development (the "City") advertised a Request for Proposals (RFP) for Planning Consulting Services for the preparation of the City of Newark's Port-Industrial Area Redevelopment Plan (the "Project"), in accordance with the requirements of Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. (the "LPCL"); and
WHEREAS, Planning Consulting Services are "Professional Services" exempt from the public bidding requirements pursuant to the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i); and
