Original Resolution 7R5-c adopted on February 19, 2020 with a contract amount not to exceed $500,000.00.

This amendment will increase the contract amount by $50,000.00, for a total contract amount of $550,000.00.

                      WHEREAS, the City of Newark (the “City”) desires to continue to act as the Grantee/Sub-Grantor for disbursement of funds made available by the United States Department of Housing and Urban Development (HUD), Housing Opportunities for Persons with AIDS (HOPWA) Program, to provide housing assistance and supportive services for persons living with HIV/AIDS through sub-recipient contracts within the Newark Eligible Metropolitan Statistical Area (NEMSA), which consists of Essex, Hunterdon, Morris, Somerset, Sussex, and Union Counties in New Jersey and Pike County, Pennsylvania; and

 

WHEREAS, the term of the contract was established from January 1, 2020 through December 31, 2020; and

 

                     WHEREAS, this contract provides housing assistance and supportive services for persons living with HIV/AIDS through sub-recipient contracts within the Newark Eligible Metropolitan Statistical Area (NEMSA), which consists of Essex, Hunterdon, Morris, Somerset, Sussex, and Union Counties in New Jersey and Pike County, Pennsylvania; and

 

WHEREAS, an increase in usage of this contract has resulted in an increase in the total amount of funds needed to cover the contract; and

 

WHEREAS, the funds to cover the contract were fully expended during the term of the contract, however, the County of Essex, continued to provide the necessary services and exceeded the contract amount by $50,000.00; and

 

WHEREAS, the Department of Health and Community Wellness seeks to ratify and amend the contract to increase the amount previously approved in order to meet the increased need for the contract’s usage.

 

         NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to enter into and execute an amendment to Resolution 7R5-c adopted on February 19, 2020 with the County of Essex, 50 South Clinton Street Suite 3201, East Orange, New Jersey 07018, to provide certain housing assistance and supportive services to persons with HIV/AIDS by increasing the contract amount from Five Hundred Thousand Dollars and Zero Cents ($500,000.00) to Five Hundred and Fifty Thousand Dollars and Zero Cents ($550,000.00).  

 

2.                     The contract amendment is ratified from January 1, 2020 to the date of adoption of this authorizing resolution.

 

3.                     Attached here is a Certification of Funds in the amount of $50,000.00, from the Municipal Comptroller, which states that there are sufficient funds in the City Budget for the purpose set forth herein, 2019 Budget/Department of Health and Community Wellness/ NW 051; Dept. ID G19; Division/Project 2H9R0; Account# 72030; Budget Ref. B2019.

 

4.                     All other terms and conditions of the contract as authorized by Resolution 7R5-c adopted on February 19, 2020, remain the same in its entirety.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to enter into and execute an amendment to the contract with County of Essex, 50 South Clinton Street, Suite 3201, East Orange, New Jersey 07018, utilizing HOPWA funding, to provide housing assistance and supportive services to persons with HIV/AIDS within the Newark Eligible Metropolitan Statistical Area, by increasing the original contract of Five Hundred Thousand Dollars and Zero Cents ($500,000.00) by Fifty Thousand Dollars and Zero Cents ($50,000.00) for a total contract amount of Five Hundred and Fifty Thousand Dollars and Zero Cents ($550,000.00), for the period of January 1, 2020 through December 31, 2020.
