WHEREAS, the Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254b), Program Regulation (43CFR Part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), Affordable Health Care Act; and

 

WHEREAS, the United States Department of Health and Human Resources Health, Health Resources and Services (HRSA), has made grant funds available through the Paycheck Protection Program and Heath Care Enhancement Act (H.R. 266) to support health centers funded under the Heath Center Program to prevent, prepare for and respond to coronavirus disease 2019 (COVID-19), funds may be used by Health Centers to purchase, administer, and expand testing to monitor and suppress COVID-19; and

 

                     WHEREAS, on May 4, 2020, HRSA awarded the City of Newark (the “City”), one-time funding in the amount of Two Hundred Sixty-Three Thousand Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00), to support activities to purchase, administer, and expand testing capacity for COVID-19 as further outlined in the terms and conditions of the grant award for the budget period of May 1, 2020 through April 30, 2021 (a copy of the Notice of Award is attached hereto and made a part hereof); and

 

                     WHEREAS, HRSA authorizes the award recipient to incur allowable pre-award costs before the effective date of the federal award dating back to January 20, 2020; and

 

WHEREAS, the Director of the Department of Health and Community Wellness recommends that the City accept this grant funding. 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to accept the grant funds to support activities to purchase, administer, and expand testing capacity for COVID-19 as further outlined in the terms and conditions of the grant award in the amount of Two Hundred Sixty-Three Thousand Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The resulting grant award in the amount of Two Hundred Sixty-Three Thousand Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00), from HRSA, is hereby accepted.

 

4.                     The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing resolution.

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant funds to support activities to purchase, administer, and expand testing capacity for COVID-19 as established in the terms and conditions of the grant award for the period commencing on May 1, 2020 through April 30, 2021.

 

5.                     The Director of Health and Community Wellness is further authorized to use the funds for pre-award allowable costs incurred before the effective date of the federal award dating back to January 20, 2020, as authorized by HRSA in the grant award terms and conditions.

 

6.                     No municipal matching funds are required for the receipt or acceptance of this grant award.

 

 

STATEMENT

 

Resolution ratifying and authorizing the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to accept grant funds in the amount of Two Hundred Sixty-Three Thousand, Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00), from HRSA, to be used by Health Centers to purchase, administer, and expand testing to monitor and suppress COVID-19 for the period commencing on May 1, 2020 through April 30, 2021. No municipal matching funds are required for the receipt or acceptance of the grant funds.
