WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Two Hundred Sixty-Three Thousand, Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00) for the Homeless Health Care Project - FY 2020 Expanding Capacity Grant (ECT) and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated May 4, 2020, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark the FY 2020 Expanding Capacity Supplemental Funding Grant (ECT) in the amount of Two Hundred Sixty-Three Thousand, Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00). The aforementioned program focus is to prevent, prepare for and respond to coronavirus disease 2019 (COVID-19); and to purchase, administer and expand capacity for testing to monitor and suppress COVID-19 in the City of Newark; and
WHEREAS, the City’s Department of Health and Community Wellness will be submitting to the Municipal Council a companion Apply and Accept Resolution under separate cover for its consideration relative to said grant award; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $................$321,171,021.78
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A Temporary Emergency Appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution authorizes and establishes the Temporary Emergency Appropriation for the FY 2020 Expanding Capacity Supplemental Funding Grant (ECT) in the amount of Two Hundred Sixty-Three Thousand, Eight Hundred Twenty-Four Dollars and Zero Cents ($263,824.00). The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark the FY 2020 Expanding Capacity Supplemental Funding Grant (ECT). The project period is May 1, 2020 through April 30, 2021.
