WHEREAS, the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq., (the "Redevelopment Law"), authorizes municipalities to determine whether certain parcels of land located therein constitute areas in need of redevelopment; and

WHEREAS, on March 10, 2020, the Municipal Council adopted Resolution 7R2-c(s) authorizing and directing the Newark Central Planning Board (the "Central Planning Board") to conduct a preliminary investigation to determine whether certain properties, identified as, 769-781 McCarter Highway (Block 161, Lot 1.02) in the East Ward, 10-18 Passaic Place (Block 1, Lot 30) and 930 McCarter Highway (Block 1, Lot 46), in the Central Ward, as shown on the Official Tax Map of the City of Newark, or any portions thereof (hereinafter referred to as the "Study Area") meet the criteria set forth in the Redevelopment Law and should be designated as a Non-Condemnation Redevelopment Area, as defined by the Redevelopment Law; and

WHEREAS, the Central Planning Board conducted a preliminary investigation of the Study Area to determine whether the Study Area should be designated as an Area in Need of Redevelopment in accordance with the criteria and procedures set forth in N.J.S.A. 40A:12A-5 and 40A:12A-6; and
