WHEREAS, on February 26, 2020, the City of Newark (the "City") through its Purchasing Agent, QPA (the "QPA"), advertised to solicit bids for contractor(s) to provide Recycling Services: Load, Transport, and Disposal of Leaves, Rush, Clippings, Tree Parts, Logs, Christmas Trees, and Source-Separated Recyclable Wood to the Department of Public Works Division of Sanitation, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing also distributed seven (7) bid proposal packages to prospective vendors following the date of advertisement; and
WHEREAS, bid package was also posted on the City of Newark's bid management system to provide broader access to potential vendors; and
WHEREAS, on March 12, 2020, one (1) bid was received in response to this advertisement; and
