WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $842,513.00, for the HOPWA Program and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by authorizing resolution 7R1-a dated November 7, 2019, the City of Newark accepted funds for the HOPWA Program from the U.S. Department of Housing and Urban Development (HUD) in the amount of $5,841,359.00 to provide housing assistance and related supportive services for low-income persons living with HIV/AIDS and their families within the City of Newark; and

WHEREAS, by the award letter dated July 28, 2020, the U.S. Department of Housing and Urban Development has amended the One Year Action Plan to increase HOPWA funds by $842,513.00 bring...
