WHEREAS, the State of New Jersey Department of Labor and Workforce Development has provided Thirty Seven Thousand Dollars and Zero Cents ($37,000.00) in Workforce Learning Link funds to the Newark Workforce Development Area for State Fiscal Year 2021 (July 1, 2020 through June 30, 2021); and
WHEREAS, no application was required for the City of Newark to receive these grant funds; and
WHEREAS, this is an annual grant allocation from the New Jersey Department of Labor and Workforce Development which must be used in accordance with guidelines stated in the Notice of Award and must be incorporated into Program Year 2020 Workforce Development Area Contract; and
WHEREAS, these grant funds must be fully obligated by June 30, 2021 and fully expended by December 31, 2021; and
WHEREAS, no municipal funds, commitment of municipal resources or staff are required for the receipt or acceptance of this grant award; and
WHEREAS, the final determination for funding is contingent upon authorization and availability from the State; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Deputy Mayor of Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are hereby authorized to accept Workforce Learning Link grant funds in the amount of Thirty Seven Thousand Dollars and Zero Cents ($37,000.00) from the State of New Jersey Department of Labor and Workforce Development provided to the Newark Workforce Development Area for State Fiscal Year 2021 (July 1, 2020 through June 30, 2021) and to incorporate said funds into Program Year 2020 Workforce Development Area Contract.
2. The Workforce Learning Link funds shall be expended according to the guidelines stated in the Notice of Award.
3. These funds must be fully obligated by June 30, 2021 and fully expended by December 31, 2021.
4. The Municipal Council ratifies the acceptance of the grant award from July 1, 2020 to the date of adoption of this authorizing resolution.
5. The grant award in the amount of Thirty Seven Thousand Dollars and Zero Cents ($37,000.00) from the State of New Jersey Department of Labor and Workforce Development is accepted.
6. The Mayor and/or his designees, the Deputy Mayor of Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are authorized to enter into and execute Program Year 2020 Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award.
7. No municipal funds, commitment of municipal resources or staff are required for the receipt or acceptance of this grant award.
8. Final determination for funding is contingent upon authorization and availability from the State.
9. The Deputy Mayor of Workforce Development and the Director of One Stop Career Center/NewarkWORKS shall file a copy of the Notice of Award, Program Year 2020 Workforce Development Area Contract, and any other required documents with the Office of the City Clerk.

These funds must be incorporated into Program Year 2020 Workforce Development Area, be fully obligated by June 30, 2021 and fully expended by December 31, 2021. The acceptance of the grant award is ratified back to July 1, 2020. No municipal funds, commitment of municipal resources or staff are required for the receipt or acceptance of this grant award. Final determination for funding is contingent upon authorization and availability from the State.
