WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $110,000.00 for the Substance Use Disorder and Mental Health Services (SUD-MHS) and $167,000.00 for the Integrated Behavioral Health Services (IBHS) grants. The said amounts represent a total award of $277,000.00 and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letters dated July 15, 2019 and August 1, 2019, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark (the “City”) the SUD-MHS and IBHS grants respectively for a total grant award in the amount of $277,000.00 bringing the total program resources to $3,773,497.00. The aforementioned programs primary focus will assist in the reduction of substance use disorder(s), support mental health services and increase access to high quality and integrated behavioral health services; and
WHEREAS, HRSA authorizes the award recipient to incur allowable pre-award costs before the effective dates of the federal award dating back to September 1, 2019; and
WHEREAS, a previous resolution authorizing TE #35 and prior emergency appropriations submitted for Municipal Council approval totaled $373,205,614.78; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $................$373,482,614.78
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Said temporary emergency appropriations be and the same is hereby made for the following classification(s):

This resolution authorizes and establishes the temporary emergency appropriations for the Substance Use Disorder and Mental Health Services (SUD-MHS) grant for $110,000.00 and Integrated Behavioral Health Services (IBHS) grant for $167,000.00 for the total amount of $277,000.00. The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) has awarded the City of Newark, the Substance Use Disorder and Mental Health Services (SUD-MHS) and the Integrated Behavioral Health Services (IBHS) grants. The project period(s) are September 1, 2019 through December 31, 2020.
