WHEREAS, the City of Newark (the “City”) seeks to use multiple techniques that increase the citizens self-response rate from the Census in 2010; and
WHEREAS, the County of Essex, solicited proposals for the Census Sub-grant, which encourages cities to heighten awareness about the Census and inform the public that completing the forms are quick, easy, and safe; and
WHEREAS, on February 13, 2020, on behalf of the City of Newark, the Department of Administration (the “City”), submitted an application to the County of Essex, requesting funding in the amount of One Hundred Seventy Thousand Dollars and Zero Cents ($170,000.00) for the Essex County Census Sub-grant, to address specifically hard to count populations and strategize on tactics to secure a complete count; and
WHEREAS, as a result of this application, on February 28, 2020, the City was awarded a grant, in the amount of Ninety-One Thousand Dollars and Zero Cents ($91,000.00) from the County of Essex, to heighten awareness about the Census and inform the public that completing the forms are quick, easy, and safe. These services will be provided during the Census year 2020; and
WHEREAS, the City must execute a grant consent form with the County of Essex.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Business Administrator, are hereby authorized to submit an application to the County of Essex, for funding in the amount of One Hundred Seventy Thousand Dollars and Zero Cents ($170,000.00) for the Essex County Census Sub-grant, to address specifically hard to count populations and strategize on tactics to secure a complete count (a copy of the budget and application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission February 13, 2020, to the date of adoption of this authorizing resolution.
3. The grant award in the amount of (Ninety-One Thousand Dollars and Zero Cents) from the County of Essex, is hereby accepted (a copy of the award letter and check is attached hereto and made a part hereof).
4. The Mayor and/or his designee(s), the Business Administrator, are hereby authorized to enter into and execute the grant agreement with the County of Essex to receive and expend the grant award in the amount of Ninety-One Thousand Dollars and Zero Cents ($91,000.00) through the Department of Administration to heighten awareness about the Census and inform the public that completing the forms are quick, easy, and safe (a copy of the agreement is attached hereto and made a part hereof). The services will be provided during the Census year 2020.
5. The agreement between the City of Newark and the County of Essex is hereby ratified from February 13, 2020, to the date of adoption of this authorizing resolution.
6. The Business Administrator shall file a fully-executed copy of the grant consent form, the grant award letter, the grant agreement, and any other required documents to accept this grant.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator, to enter into and execute a grant agreement and accept grant funds in the amount of $91,000.00 from the County of Essex, Census Sub-grant, to heighten awareness about the Census and inform the public that completing the forms are quick, easy, and safe. The services will be provided during the Census year 2020.
