WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $8,138,173.00 for the HIV Emergency Relief Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Letter of Intent dated November 5, 2021, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark funds for the HIV Emergency Relief Program for $8,138,173.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
