WHEREAS, on July 14, 2021 through Resolution 7R2-b(S), the Municipal Council authorized the Mayor of the City of Newark to accept the following Workforce Innovation Opportunity Act (WIOA) allotments: WIOA - Youth ($2,291,471.00), WIOA - Adult ($2,157,397.00), WIOA - Dislocated Worker ($760,501.00); totaling $5,209,396.00 through the Newark Workforce Development Board (NWDB) grant funds for Program Year 2021 (July 1, 2021 through June 30, 2022) with eighty percent (80%) obligated by June 30, 2022 and fully expended by June 30, 2023; and

WHEREAS, there exists a need for NewarkWORKS to enter into a contract with an entity that can provide WIOA-Youth clients youth development business training pursuant to the provisions of WIOA Program Year 2021; and

WHEREAS, on March 8, 2021, NewarkWORKS advertised a Request for Proposal (RFP), returnable on May 21, 2021 for training services under the provisions of WIOA Program Year 2021; and
