                       WHEREAS, the State of New Jersey Department of Labor and Workforce Development granted the City of Newark WIOA Data Reporting and Analysis fund through the Newark Workforce Development Board (NWDB) for Program Year 2021 (July 1, 2021 through June 30, 2022); and

 

                     WHEREAS, a total of $12,971.00 in WIOA Data Reporting and Analysis funds have been provided; and

 

                     WHEREAS, on December 7, 2021, the City was granted funding from July 1, 2021 through June 30, 2022 with funds to be expended by June 30, 2022; and

 

WHEREAS, the intent of this funding is to allow each local workforce board access to workforce activity and performance data that will assist with real-time program management and continuous quality improvement; and 

 

WHEREAS, these funds must be fully obligated by June 30, 2022 and fully expended by June 30, 2022; and

 

WHEREAS, no application was required for the City of Newark to apply for the grant; and

 

                     WHEREAS, the grant allocation from the State of New Jersey Department of Labor and Workforce Development must be used in accordance to guidelines stated in the Notice of Award (NOA) and consistent with the Newark Workforce Development Board strategic direction; and

 

                     WHEREAS, the funds must be incorporated into the Program Year 2021 Workforce Development Area Contract; and

 

WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

                     WHEREAS, no municipal funds, or commitment of municipal resources or staff, are required for the receipt or acceptance of these grant funds.

                     

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and Director of NewarkWORKS, are hereby authorized to accept the following WIOA Data Reporting and Analysis fund allocation from the State of New Jersey Department of Labor and Workforce Development for Program Year 2021 (July 1, 2021 through June 30, 2022), and to incorporate said funds into the Program Year 2021 Workforce Development Area Contract.

 

2.                     The fund allocation shall be expended according to the guidelines stated in the Notice of Award (NOA) and consistent with the Newark Workforce Development Board strategic direction.

 

3.                     The fund allocation must be fully obligated by June 30, 2022 and fully expended by June 30, 2022. 

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2021 to the date of adoption of this authorizing Resolution.

 

5.                     The fund allocation award in the amount of $12,971.00 from the State of New Jersey Department of Labor and Workforce Development for Program Year 2021 (July 1, 2021 through June 30, 2022), is hereby accepted. A copy of the award letter is attached hereto and made a part hereof.

 

6.                     The Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development, and Director of NewarkWORKS, are hereby authorized to enter into and execute a Program Year 2021 Newark Workforce Development Area Contract and any other documents as may be necessary to accept and fully obligate the grant award in the amount of $12,971.00, no later than June 30, 2022.

 

7.                     No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.

 

8.                     The Director of NewarkWORKS shall file a fully-executed copy of the Notice of Award, Program Year 2021 Workforce Development Area Contract, and any other documents that may be necessary in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Deputy Mayor of Workforce Development and Director of NewarkWORKS, to accept and expend WIOA Data Reporting and Analysis allocation in the amounts $12,971.00, from the State of New Jersey Department of Labor and Workforce Development, and furthermore, ratifies and authorizes them to enter into and execute Program Year 2021 Newark Workforce Development Area Contract.  These funds are allocated for the period of July 1, 2021 through June 30, 2022, and must be fully obligated by June 30, 2022 and fully expended by June 30, 2022.  No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of these grant award.
