WHEREAS, the Municipal Council has determined that it would be desirous for the City of Newark (the "City") to create a program, which would employ members of the local union trades on an as needed temporary basis in order to supplement the City's existing work force to accomplish the expeditious completion of certain municipal projects and undertakings; and

WHEREAS, the Essex County Buildings and Construction Trades Council has in its ranks individuals, who are qualified to perform such services in a professional and workmanlike manner.

NOW, THEREFORE, BE IT RESOLVED, BY THE MUNCIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Municipal Council recommends and urges the Administration of the City of Newark to consider negotiating and entering into a Memorandum of Agreement ("MOA") with the Essex County Buildings and Construction Trades Council, for the purpose of exploring the creation of a direct hire work program for temporary hiring, in the City's sole discretion, as temporary part-time workers, members of the Essex County Buildings and Construction Trades Council, as may be required by the City of Newark to perform municipal projects and undertakings.
