WHEREAS, the Urban Areas Security Initiative (UASI) Grant Program’s mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, through Resolution 7R9-a adopted on November 18, 2019, the Municipal Council ratified and authorized the Mayor of the City of Newark and/or his designee, the Coordinator of Emergency Management and Homeland Security to accept a grant award in the amount of $1,707,500.00 from the State of New Jersey, Office of Homeland Security and Preparedness for the prevention, protection, response and recovery from terrorist events or natural catastrophes, for the period commencing September 1, 2019 through August 31, 2022; and
WHEREAS, on March 24, 2022, the New Jersey Office of Homeland Security and Preparedness issued a Grant Adjustment Notice to the FFY 2019 Urban Areas Security Initiative award letter of September 1, 2019, increasing the amount of the award to the City of Newark, by Nine Thousand Dollars and Zero Cents ($9,000.00), to fund Resiliency Peer Support Training for the Department of Public Safety, Fire Division (a copy of the award letter is attached); and
WHEREAS, the Mayor of the City of Newark and the Coordinator of the Office of Emergency Management and Homeland Security desire to accept the grant increase.
WHEREAS, all terms and conditions of the grant agreement remain the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Coordinator of the Office of Emergency Management and Homeland Security are authorized to accept an additional grant award in the amount of Nine Thousand Dollars and Zero Cents ($9,000.00) for a total grant award of $1,716,498.33 from the State of New Jersey, Office of Homeland Security and Preparedness, the Urban Areas Security Initiative (UASI) Grant.)
2. The amendment is ratified from the date of issuance of the Grant Adjustment Notices to the date of adoption of this resolution.
3. The Mayor of the City of Newark and/or his designee, the Coordinator of the Office of Emergency Management and Homeland Security are hereby authorized to enter into and execute grant documents with the State of New Jersey, Office of Homeland Security and Preparedness to receive and expend the amended increased grant award in the amount of Nine Thousand Dollars and Zero Cents ($9,000.00) to fund the Resiliency Peer Support Training for the Department of Public Safety, Fire Division commencing September 1, 2019 through August 31, 2022.
4. No municipal funds are required for receipt or acceptance of this grant award.
5. The Coordinator of the Office of Emergency Management and Homeland Security shall file a fully-executed copy of the Urban Areas Security Initiative (UASI) Grant award letter and the grant agreement, if applicable, in the Office of the City Clerk.
STATEMENT
This Resolution amends, ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Coordinator of Emergency Management and Homeland Security to accept an increase in the amount of $9,000.00 in grant funds from the New Jersey Office of Homeland Security and Preparedness, FFY19 Urban Areas Security Initiative (UASI) Grant to fund Peer Support Training for the Department of Public Safety, Fire Division, commencing September 1, 2019 through August 31, 2022.
