WHEREAS, on October 27, 2021 the City of Newark, through its Purchasing Agent, QPA (the "City"), advertised to solicit bids for contractors to provide Lead and Healthy Homes Hazards Inspection Services (Consultants) for the Department of Health and Community Wellness ("DHCW") as described in the attached bid proposal; and
