WHEREAS, Rutgers, the State University of New Jersey-Occupational Therapy Doctorate Program (hereinafter referred to as the “University”) offers an Occupational Therapy Assistant Program to allow for student field work experience with contracted facilities; and

 

WHEREAS, the University shall provide the academic preparation of the students through classroom instruction and supervision; and

                     

WHEREAS, the City of Newark (hereinafter referred to as the “City”) desires to facilitate the occupational program by providing the students with fieldwork experience at five (5) Newark Senior Centers, to allow for direct contact and interaction with the senior citizen population; and

 

WHEREAS, the City desires to enter into a Clinical Affiliation Agreement (the “Agreement”) (attached hereto) with the University, effective for the period of June 3, 2022 through August 5, 2022 (the “Term”), subject to Municipal Council approval, to provide for the student fieldwork experience, at no cost to the City; and

 

WHEREAS, the University requested the City show commitment to the student fieldwork experience, by requesting that the Director of the Department of Recreation, Cultural Affairs and Senior Services enter into and execute the Agreement, prior to the Term, in order to ensure adequate time for the University to prepare for placement of their students at the five (5) Newark Senior Centers; and

 

WHEREAS, on May 13, 2022, in order to honor the University’s request, the Director of the Department of Recreation, Cultural Affairs and Senior Services executed the Agreement, in advance of the Term, in order to show the City’s good faith commitment to the Student Field Placement Program and permit adequate time for student placement at the five (5) Newark Senior Centers; and

 

WHEREAS, this Agreement is authorized pursuant to N.J.S.A. 40A:11-5(2) as an Agreement entered into between a municipality and a state agency.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                         The Mayor of the City of Newark and/or his designee, the Business Administrator and the Director of the Department Recreation, Cultural Affairs and Senior Services, are hereby authorized to enter into and execute a Clinical Affiliation Agreement (the “Agreement”) with Rutgers, the State University of New Jersey, 65 Bergen Street, Newark, New Jersey 07103, to provide for direct student fieldwork experience, effective for the period of June 3, 2022 through August 5, 2022, subject to Municipal Council approval.

 

2.                     The Director of the Department of Recreation, Cultural Affairs and Senior Services’ execution of the Agreement is ratified from May 13, 2022 to date of adoption of this authorizing Resolution.

 

3.                     There shall be no monetary compensation paid by the City of Newark to the University for services provided by students during the fieldwork experiences.

 

4.                     This Agreement is authorized pursuant to N.J.S.A. 40A:11-5(2) as an Agreement between two (2) government agencies.

 

5.                         The Director of the Department of Recreation, Cultural Affairs and Senior Services shall file a duly executed copy of the Agreement with the City Clerk.

 

STATEMENT

 

This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator and the Director of the Department of Recreation, Cultural Affairs and Senior Services, to enter into and execute a Clinical  Affiliation Agreement with Rutgers, State University of New Jersey, 65 Bergen Street, Newark, New Jersey 07103, to facilitate an Occupational Therapy Program by providing students with fieldwork experience at five (5) Newark Senior Centers, to allow for direct student contact and interaction with the senior citizen population, effective for the period of June 3, 2022 through August 5, 2022, at no cost to the City of Newark.
