WHEREAS, the Essex County Youth Services Commission (the “County”), receives funds through the State/Community Partnership Program to provide an array of services to assist the needs and rehabilitate detained youths from their involvement in criminal activities and from a life of crime; and

 

WHEREAS, the City of Newark (the “City”), is in need of funding for its Truancy Alternative Program (TAP), which is an ongoing collaborative project administered by the Newark Municipal Court, subject to N.J.S.A. 18A:38-25 and N.J.S.A. 18A:38-31, that provides family strengthening social services that empowers the parent/guardian’s parenting skills and motivates at-risk youth to curb truant behavior; and

 

                     WHEREAS, the Essex County Youth Services Commission, submitted an application on its own behalf and in part on behalf of the City of Newark, requesting grant funding from the State/Community Partnership Program in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) for TAP; and

 

WHEREAS, the City, has been awarded a grant in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) from the Essex County Youth Services Commission to continue to provide services through TAP for the period commencing on January 1, 2022 and terminating on December 31, 2022; and

 

WHEREAS, the City, must execute a grant agreement with the Essex County Youth Services Commission, in order to obtain the grant award with no City funds required.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, and the Deputy Mayor/Chief Judge of the Newark Municipal Court, are hereby authorized to submit program information to the Essex County Youth Services Commission, 50 South Clinton Street, 3rd Floor, East Orange, New Jersey 07017, in order to request grant funding in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) from the State/Community Partnership Program, for the renewal of TAP with no City funds required (a copy of the relevant part of the County’s Program Profile is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this Program Profile, from the date of application submission to the date of adoption this authorizing Resolution.

 

3.                     The grant award in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) from the County is hereby accepted.

 

4.                     The Mayor of the City of Newark and/or his designee, and the Deputy Mayor/Chief Judge of the Newark Municipal Court, are hereby authorized to enter into and execute grant documents with the County to receive and expend the grant award in the amount of Seventy-Two Thousand Eight Hundred Sixty-Eight Dollars and Zero Cents ($72,868.00) for TAP for the period commencing on January 1, 2022 and terminating on December 31, 2022 (a copy of the Agreement is attached hereto and made a part hereof).

 

5.                     The Grant agreement between the City of Newark and the County is hereby ratified from January 1, 2022 to the date of adoption of this authorizing Resolution.

 

6.                     No Municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Chief Judge of the Newark Municipal Court shall file a fully executed copy of the grant agreement in the Office of the City Clerk.

 

 

STATEMENT 

 

                     This Resolution ratifies and authorizes the actions taken by the Chief Judge of the Newark Municipal Court to submit program information to the Essex County of Youth Services Commission, in order for the County to request grant funding from the State/Community Partnership Program for Truancy Alternative Program (TAP).  Furthermore, this Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Chief Judge of the Newark Municipal Court, to enter into and execute grant documents with the County to receive and expend grant funds in the amount of $72,868.00 from the State/Community Partnership Program for the renewal of TAP for the period commencing on January 1, 2022 and terminating on December 31, 2022.  No municipal funds are required.
