                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $500,000.00 for the 2021 American Rescue Plan Act-Build Back Better Regional Challenge Grant and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

 

                     WHEREAS, by the award letter dated December 14, 2021, the United States Department of Commerce (DOC), Economic Development Administration (EDA) has awarded the City of Newark the 2021 American Rescue Plan Act - Build Back Better Regional Challenge Grant in the amount of $500,000.00. Designed as a two-phase competition to: (1) help regions develop transformational economic development strategies; and (2) fund the implementation of those strategies that will create and grow regional growth clusters; and

                     

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2022, pursuant to N.J.S.A. 40A:4-20, including this Resolution, total ................$350,208,744.61.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2022 budget.

STATEMENT

 

Resolution authorizing and establishing the temporary emergency appropriation for the 2021 American Rescue Plan Act-Build Back Better Regional Challenge Grant in the amount of $500,000.00. The United States Department of Commerce (DOC), Economic Development Administration (EDA) has awarded the City of Newark the American Rescue Plan Act Build Back Better Regional Challenge Grant. The project period is December 15, 2021 through December 14, 2023.
