AN ORDINANCE TO AMEND AND SUPPLEMENT, TITLE XXIII, TRAFFIC, CHAPTER 5, PARKING, STOPPING AND STANDING, GENERALLY, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, TO AMEND 23:5-14, PARKING BY PERMIT ONLY, IN DESIGNATED RESIDENTIAL AREAS, PERMIT PARKING; AREAS DESIGNATED BY ADDING NEW STREET.

WHEREAS, the Department of Engineering, Division of Traffic and Signals and the Newark Parking Authority desires to restrict parking on North Side of New Street for, Permit Parking Only, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M. Monday through Friday; and
WHEREAS, the Department of Engineering, Division of Traffic and Signals and the Newark Parking Authority desires to remove restrict parking on South Side of New Street for, Permit Parking Only, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M. Monday through Friday; and
WHEREAS, the new parking configuration will improve traffic flow and encourage parking space turnover for business, customers and visitors in the area.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
Section 1. Title XXIII, Traffic, Chapter 5, Parking, Stopping and Standing, Generally, of the Revised General Ordinances of the City of Newark, New Jersey (2000), as amended and supplemented, to amend 23:5-14, Parking by Permit Only, In Designated Residential Areas by changing:
§ 23:5-14 e. Permit Parking; Areas Designated:
Remove: New Street
South side, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M. Monday through Friday.
To:
New Street
North side, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M. Monday through Friday.
Section 2. The City Clerk shall forward a copy of this adopted Ordinance to the Parking Authority of the City of Newark to carry out all its responsibilities for parking enforcement, pursuant to the Inter-local Agreement between the City of Newark and the Parking Authority of the City of Newark, adopted by the Municipal Council on August 6, 2008 through Resolution 7R1-be, and subsequently amended on April 27, 2010 through Resolution 7R1-a(S).
Section 3. Any existing Ordinances or parts thereof inconsistent with this Ordinance are hereby repealed.
Section 4. This Ordinance does not require approval by the Commissioner of Transportation.
Section 5. This Ordinance shall take effect upon final passage and publication and in accordance with the laws of the State of New Jersey.
STATEMENT
This Ordinance amends and supplements Title XXIII, Traffic, Chapter 5, Parking, Stopping and Standing, Generally, of the Revised General Ordinances of the City of Newark, New Jersey, (2000), as amended and supplemented, 23:5-14, Parking by Permit Only, In Designated Residential Areas to remove Permit Parking from New Street, South side, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M., Monday through Friday. And add it to New Street, North side, between Halsey Street and Washington Street, from 9:00 A.M. to 5:00 P.M. Monday through Friday.
